Florida Learner's Permit: FLHSMV's 5-Step Process, Offices, and $54.25 Fee

To get a Florida learner's permit, you must be at least 15, complete a required education course, pass the 50-question Class E knowledge exam, and provide Real ID documents. The total fee at a County Tax Collector office is $54.25. Here's exactly how to get it done without losing your appointment.

How Does Florida's 5-Step FLHSMV Application Process Work?

Florida's learner's permit application runs through five steps: complete the required education course, gather Real ID documents, pass the 50-question knowledge exam, schedule your office visit, and pay the fee. Under-18 applicants need a parental consent form, notarization is only required if the parent cannot attend to sign in front of the clerk.

Florida Learner's Permit Application Steps

1. Meet Education Requirements

• Age: Minimum 15 years old.
• Under 18: Complete the 6-hour Driver Education Traffic Safety (DETS) course.
• 18 and Older: Complete the 4-hour Traffic Law and Substance Abuse Education (TLSAE) course.

2. Gather Required Documents

• Proof of Identity: Original or Certified US Birth Certificate or valid US Passport.
• Social Security: Original Social Security Card or W-2/1099 form.
• Proof of Residency (2 items): Utility bill, lease, or bank statement.
  • Minors without bills need a parent to sign a Certification of Address (HSMV 71120) and provide the parent's two proofs.
• Parental Consent (Under 18): Signed HSMV 71142 form. The signature must be notarized or witnessed by a driver license examiner or tax collector clerk.

3. Study and Pass the Knowledge Test

• Study the official Florida Driver License Handbook.
• The 50-question Class E exam requires an 80% score (40 correct).
• Take the test online via an approved provider (ages 15-17) or in person at an office.

4. Final Office Visit

1. Check in with your appointment and documents.
2. Pass vision (20/40 required) and hearing screenings. See FLHSMV medical review for details.
3. Take your photo.
4. Pay the $54.25 licensing fee.

Once your permit is issued, these rules apply immediately:

• Licensed driver aged 21+ must be in the front passenger seat at all times
• First 3 months: daylight driving only
• After 3 months: driving allowed until 10:00 PM
• Under-18: hold permit 12 consecutive months without any moving violation before road test
• Knowledge exam first attempt included; each retest costs $10.00
• Online exam (ages 15-17): parent must proctor and sign Form HSMV 71144

Where Do You Apply for a Learner's Permit in Florida?

Apply at any state-run FLHSMV Driver License Service Center or authorized County Tax Collector office. Appointments are required at most locations.

Types of Licensing Offices

Examples of Florida Learner's Permit Office Locations

• Miami-Dade: Miami-Dade Tax Collector branches, Mall of the Americas center.
• Tampa Bay: Hillsborough Tax Collector offices in Brandon or North Tampa.
• Orlando: Orange County Tax Collector offices on West Colonial or Lee Vista.
• Jacksonville: Duval County Tax Collector at the Yates Branch.

Can You Apply for a Florida Learner's Permit in a Different County?

Florida driver-license services are not handled by one single county-only system. State-run FLHSMV service centers handle driver-license transactions, while county tax collector offices can set their own appointment and service rules. Check the specific office before traveling, especially if you plan to use a tax collector outside your home county.

Can You Start a Florida Permit Application at One Office and Finish It at Another?

Do not assume an unfinished office visit will transfer exactly as-is. Electronic course or test records may still be available, but the next office can recheck your identity, residency, consent, and other documents. If you change locations after an incomplete visit, confirm what you need to bring before booking again.

How Do You Schedule and Manage Your FLHSMV Appointment?

Confirm your office's appointment rules before you go. For booking, rescheduling, cancellations, walk-ins, and office-specific timing, use the Florida permit appointment guide.

What Happens If FLHSMV Rejects Your Permit Documents?

If your documents are rejected, you typically cannot return the same day-you must reschedule a new appointment. The office will not hold your time while you retrieve missing items. If processing runs past closing, rebook and arrive early for afternoon appointments.

Visit the Florida learner's permit guide for step-by-step rules.

Does a Rejected Florida Permit Application Stay in the System?

A document rejection does not automatically erase every valid record tied to your application, but the next office visit can require the documents to be checked again. Bring the corrected document plus any test, course, or transaction confirmation you already received.

Examples of Florida Permit Document Rejections

One Tampa applicant brought a hospital souvenir birth certificate with footprints-it was rejected on the spot, requiring a reschedule weeks later. Bring an original or certified copy with a raised seal only.

Florida's lamination warning is real: at the Jacksonville office, one SS card's laminate had yellowed so badly the number was barely legible. The clerk flagged it immediately and rejected the application. The applicant left to book an SSA replacement appointment, a 10-day wait. Florida's humidity accelerates laminate yellowing, and clerks are trained to spot it on sight.

Failing for a missing residency document is more common than you'd think. A teen in Orlando arrived with only a school ID; their parent had to leave work to bring a utility bill and sign the address certification, causing a 3-hour delay. Pre-sign the HSMV 71120 form and bring your parent's two proofs before you ever walk in.

At the Jacksonville office, an applicant scheduled a 4:00 PM slot, passed the knowledge test at 4:45 PM, but the examiner could not process the vision test and payment before the 5:00 PM close. They rebooked for another day. Schedule appointments before 3:00 PM.

Practical Tips for a Smooth Application

• Have your parent sign the HSMV 71142 form in front of the clerk to save time. If your parent cannot attend, bring a pre-notarized form.
• Print your online knowledge test pass certificate. Relying on a digital copy risks rejection if the office's system cannot verify it.
• Bring a backup proof of residency. A water bill was rejected in Tallahassee because the date was over 90 days old; a current bank statement saved the appointment.
