You must be at least 15 years old to get a learner's permit in Florida. Adults over 18 are not required to hold a permit for any set period but must have one to practice driving legally on public roads. The GDL 12-month holding period applies only to drivers under 18. Starting August 1, 2025, new applicants under 18 must complete the 6-hour DETS course. A TLSAE certificate completed on or before July 31, 2025 still counts for one year from that completion date. Adults 18 and older use the 4-hour TLSAE course.
The minimum age for a Florida learner permit is 15 years old. The licensing system will not process an application until the applicant is at least 15. No hardship or farm permits exist for those under 15 in Florida.
Florida law sets a minimum age of 15 for a learner's driver license but does not set a maximum age for supervised practice. An adult who is not required to hold a learner's license first can still use the learner stage if supervised practice is needed.
| Requirement | Under 18 | Age 18+ |
|---|---|---|
| Education course | 6-hour DETS | 4-hour TLSAE |
| Parental consent | Required | Not required |
| Learner's license holding period | 12-month rule applies before moving to Class E | No mandatory holding period |
| Supervised-practice rules | Teen practice requirements apply | No teen 50-hour log requirement |
For the detailed supervision and practice-hour rules, see the Florida permit driving rules.
Teens under 18 must follow Florida's Graduated Driver Licensing program. You must hold your learner's license for 12 months-or until your 18th birthday, whichever comes first-and log 50 hours of supervised driving, including 10 hours at night.
The detailed supervision, 12-month holding, and practice-hour rules belong in the Florida permit driving rules.
Note: during July 1-31, 2025, Florida accepted either TLSAE or DETS for under-18 applicants.
Yes-if all prerequisites are complete. Your DETS course must be done, your parental consent form notarized, and your documents ready. Restrictions then apply: for the first 3 months, daylight driving only. After 3 months, driving is permitted until 10:00 PM.
If you turn 18 while still holding a learner's license, you no longer need parental consent-but you must still pass the road test to upgrade to a full Class E license.
If you are still under 18, Florida's teen Class E rules apply. Once you are 18, the under-18 learner-holding requirement no longer applies in the same way, but you still must meet the adult Class E education, testing, identity, and vision requirements.
Florida law specifically exempts a minor who is emancipated by marriage from the parental-signature requirement. That does not automatically remove every other under-18 licensing rule. For another type of emancipation, bring the court documents and confirm how FLHSMV will handle the application.
Adults are not legally required to hold a learner's permit before getting a driver's license. But if you need to practice driving on public roads before your test, you must obtain a learner's permit-driving without one is illegal.
Check the Florida learner's permit guide for current rules and fees.
Three age-related misunderstandings cause rejections at Florida FLHSMV offices. Waiting until 18 to skip GDL rules does not eliminate the TLSAE course requirement, under-15 applicants cannot test early, and adult and teen application paths are completely separate processes with different courses and forms.
You can get a permit at 15. At 16 or 17, you can get a Class E license with nighttime curfews. Curfews end at 18. There is no single "full, unrestricted" license age-restrictions phase out progressively through the GDL system.
Parents in Jacksonville often ask if their 14-year-old can take the knowledge test early. While you can start the DETS course before your 15th birthday, the system will not process a learner's license application until the applicant is actually 15. No exceptions.
A common mistake in Miami is adults bringing parental consent forms, or teens assuming they can test the same day like an adult. The processes are completely separate. A 17-year-old still follows the teen GDL path with DETS, a learner's license, and the 12-month holding period. An 18-year-old uses TLSAE and the direct-testing adult path.
When gathering your two proofs of Florida address, use documents like a school transcript and a parent's utility bill with the HSMV 71120 Certification of Address. At 15, a cell phone bill in your own name often lacks required official formatting, causing rejection at busy offices.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
