What Documents Do You Need for a Florida Learner's Permit?

Florida requires original, physical documents in four categories: identity and date of birth, Social Security number, two proofs of Florida residential address, and (for under 18) a notarized parental consent form. No photocopies or digital versions accepted.

Does Florida Require Proof of Residency for a Learner's Permit?

Yes. You must provide two separate documents proving your Florida residential address, most dated within the last 60 days. P.O. Boxes are never accepted as a residential address.

Acceptable Proof of Residency Documents

  • Deed, Mortgage Statement, or Rental/Lease Agreement.
  • Utility Bill (water, gas, electric, cell phone, cable).
  • Bank Statement, Credit Card Statement, or Investment Account Statement.
  • Florida Voter Registration Card.
  • Florida Vehicle Registration or Title.
  • Medical Bill or Health Insurance Card.
  • Homeowner's or Automobile Insurance Policy or Bill.
  • Official mail from a government agency (jury summons, social security statement).

If you live with a parent or relative and have no documents in your name, that person must complete a Certification of Address (Form HSMV 71120). They must provide two proofs of their address and either appear with you or have the form notarized.

Florida's residency document rules are strict. At the St. Petersburg office, an Amazon package label used as address proof was immediately rejected-a current utility or bank statement is required. Never bring informal delivery labels or printouts without official letterhead.
