Florida Homeschool Learner's Permit: School Attendance, Driver Education, and Documents

Homeschooled students in Florida are fully eligible for a learner permit using the same process as public school students. The process mirrors that of public school students, with specific documentation handled by the parent as the school administrator. School-attendance compliance and parental consent are separate requirements. HSMV 71142 is the parental consent form; it is not proof of homeschool enrollment.

Can Homeschooled Students Get a Florida Learner's Permit?

Homeschoolers follow the same core steps: complete a state-approved driver education course, pass the knowledge exam, and provide proof of identity and residency. The key difference is verifying school enrollment-your parent or guardian acts as the official school administrator for all DMV paperwork.

School-Attendance and Document Requirements for Homeschoolers

• Parental consent: Use the completed and signed HSMV 71142 Parental Consent Form. This provides parental consent; it does not certify school attendance.
• School-attendance status: Homeschool students must meet Florida's school-attendance eligibility rules. A Notice of Intent is not a universal permit-appointment document; additional school verification is needed only when the applicant's attendance status requires it.

A homeschool family in Tampa visited the Hillsborough County Tax Collector on Dale Mabry without their Notice of Intent. The clerk, unfamiliar with homeschool procedures, initially rejected the 71142 form alone. They had to reschedule, causing a two-week delay. Bring both the HSMV 71142 and your Notice of Intent to every appointment.

Do Homeschool Students Need Different Permit Documents in Florida?

Homeschool students use the same core identity, Social Security or ineligibility, and Florida residential-address documents as other applicants. The homeschool-specific issue is meeting Florida's school-attendance eligibility rule; a Notice of Intent is not a universal permit-office document.

HSMV 71142 Does Not Prove Homeschool Enrollment

HSMV 71142 is the parental-consent form for a minor's driver application. It does not certify homeschool enrollment or attendance compliance.

Do Florida Homeschool Students Have to Meet School-Attendance Requirements for a Learner's Permit?

Yes. Florida law includes students enrolled in a home education program in the attendance requirements tied to driving privileges for minors.

What Driver Education Course Do Florida Homeschoolers Need for a Permit?

Florida law requires all first-time applicants under 18 to complete a driver education course before applying for a learner's permit. Homeschoolers use the same state-approved courses as public school students.

• Course: Complete the 6-hour Driver Education Traffic Safety (DETS) course from an FLHSMV-approved provider. The old 4-hour TLSAE is no longer valid for new teen applicants. Teens under 18 cannot use TLSAE for a first-time learner's permit.
• Knowledge Exam: Pass the 50-question Class E exam online with a parent proctor or in-person at a service center.
  • Online Testing: Your parent must proctor the entire session. Submit HSMV 71144 with the required parent/proctor signature. The signature may be notarized or witnessed by a driver license examiner or authorized agent.
  • In-Person Testing: Schedule an appointment. Walk-ins often face long waits, especially at busy offices in Orlando.
• Pass vision and hearing tests at the office on the day of your appointment.

Online Knowledge Testing for Homeschool Students

Homeschool status does not create a separate testing rule. Florida applicants under 18 may take the Class E knowledge exam online through an FLHSMV-authorized third-party provider, subject to the same minor-testing and parent-proctoring requirements as other under-18 applicants.
