The official Delaware Driver Manual is free and available directly from Delaware DMV.
The Delaware Driver's Handbook is free. Download the current PDF at dmv.de.gov or pick up a printed copy at any full-service DMV office in Wilmington, Dover, Delaware City, or Georgetown at no cost.
Use the official Delaware Class D Driver Manual. The Motorcycle Operator Manual and Commercial Driver License Manual are for different license types and should not replace the Class D manual for a standard learner's permit.
A Newark teen failed the knowledge test using a 2022 PDF found on a third-party site. The current manual contained updated cell phone laws that were on the exam, always use the version from dmv.de.gov directly.
A new resident in Rehoboth Beach needed the Spanish version. They downloaded the 'Manual del Conductor' PDF from the DMV's Driver Services portal instead of relying on an outdated translation.
A Dover applicant arrived at the DMV without the required proof of residency documents listed in the handbook, causing a reschedule. They could have verified the list in Section 2 of the online manual first.
Manual language availability and permit-test language options are separate. Use the Test Language Options guide for the languages currently offered on the knowledge test.
Use the Class D manual linked directly from Delaware DMV rather than an old saved copy or a third-party PDF. The DMV link is the safest place to check whether a newer edition has replaced the one you downloaded.
Is the printed Delaware Driver Manual the same material as the free PDF? Both are official study sources, but use the current DMV-linked version when checking for recent changes. An older printed copy can fall behind a newer online edition.
Three handbook sections cover the most permit test questions: driving rules and traffic control, road safety and alcohol laws, and the GDL licensing process. Study these first before reading the full manual.
Complete at least five full-length practice tests from a reliable source, scoring over 90% each time, to avoid failing the 32-question exam due to unfamiliar question phrasing.
The handbook includes Delaware GDL rules that teen applicants should study for the permit process. For the full supervision, passenger, curfew, phone-use, and practice-hour rules, use the dedicated Driving Restrictions and Required Practice Hours guides rather than duplicating them here.
The Driver Manual is the primary study source, and Delaware DMV says the answers to its knowledge-test questions are found in the manual. Practice tests are still useful for checking recall and getting used to question wording.
The Delaware Driver's Handbook itself is free to download or pick up from DMV. Licensing and permit fees are separate from the cost of the manual.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
