You need four categories of documents: proof of identity, Social Security number, Delaware residency, and payment.
You need four categories of documents: proof of identity, Social Security number, Delaware residency, and payment. Applicants aged 16-17 have additional requirements.
Scope: This is the standard Class D/Level One checklist. Driving Privilege Card or Permit applicants who do not have an SSN follow a different document path; see the Delaware No-SSN/DPC requirements.
You must present one REAL ID-compliant document to prove identity and legal U.S. presence. Photocopies are not accepted.
Bring legal documentation linking names if your birth certificate name doesn't match your current name, a court order, adoption, or marriage certificate. The DMV clerk needs to see the paper trail.
Provide one document showing your full name and complete nine-digit Social Security Number.
Medicare or Medicaid cards are not accepted for this verification.
You need two different documents from two separate sources, both showing your full name and physical Delaware street address. Most documents must be dated within the last 60 days. View the full required docs table at dmv.de.gov.
The Delaware learner's permit guide has full eligibility details.
| Document Type | Examples | Key Rules |
|---|---|---|
| Utility Bills | Electric, water, gas, landline phone, internet | Dated within 60 days. Cell phone bills on family plans often rejected. |
| Financial Statements | Bank or credit card statements | Dated within 60 days. |
| Lease or Mortgage | Signed rental agreement, property deed | Exempt from the 60-day rule. |
| Official Government Mail | IRS, Social Security, court correspondence | Dated within 60 days. |
| School Records | Enrollment verification, transcript | Must show Delaware address. |
If you are a dependent living with an aunt or uncle, provide two residency documents in their name plus a signed statement confirming you live there. The DMV may also require proof of their residency.
Delaware normally asks for two proofs of the applicant's residency from separate sources. For a Level One applicant, the two-document residency requirement is waived when the sponsor already has a Delaware driver license and lives at the same address.
Can I show digital bills or screenshots as Delaware DMV residency proof? No. Delaware says photocopies and printouts of bills are not accepted for residency proof. Bring an acceptable original document or qualifying mailed record.
Can one document count as both identity and Delaware residency proof? Plan on separate proof categories. Delaware requires identity/legal-presence documentation plus two residency proofs from separate sources.
If you are 16 or 17, a parent or legal guardian must be present at the DMV to sign your application. Get Blue Certificate details at education.delaware.gov.

What if my name is different on my birth certificate and Social Security record? Resolve the mismatch before relying on those records at DMV. For a legal name change, update Social Security first, wait for the records to update, and bring the original or certified name-change documents that connect the names.
Failing for HOSPITAL BIRTH CERTIFICATE is one of Delaware's most common rejections. At the Wilmington office, Tyler's SS card came laminated inside a school ID packet, the family assumed it was official. The DMV rejected it on the spot. Tyler had to apply for a new SSA card, a process that took 10 days. Delaware treats school-packet lamination exactly the same as home lamination: both fail.
At the Dover office, Simone's parent made a home photocopy of the birth certificate, it looked clean, but it still wasn't certified. The DE Division of Public Health copy is required, with 10-day processing. No photocopy qualifies at Delaware DMV, regardless of print quality.
One Dover applicant found out that a cell phone bill in the parent's name alone doesn't qualify as the teen's residency proof. The bill was rejected at the counter and a bill in the applicant's name was required before returning within 7 days. Delaware's rule is firm: parent-name-only bills never satisfy the teen's residency requirement.
Check current Delaware DMV wait times before traveling and arrive at least one hour before closing for a driver-license transaction. Regular DMV offices operate Monday through Friday. Your Class D learner's permit is valid for 12 months from the date of issue. To earn the Blue Certificate, students must have passing grades in at least five credits, including two credits in core subjects (English, Mathematics, Science, or Social Studies). See full document checklist at dmv.de.gov. For documents needed for a Delaware learner's permit by first-time applicants is covered in the Delaware learner's permit guide at shoro.ai.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
