For Undocumented Residents (DPC Path):

Valid Foreign Passport or Consular ID.
Two proofs of Delaware residency (lease, utility bill). See the full residency proofs list at dmv.de.gov.
Certification of Filing Compliance from the Delaware Division of Revenue.
Original SBI fingerprint receipt.

For Legal Residents Without an SSN:

SSA denial/refusal letter confirming ineligibility for an SSN (contact your local SSA office for the current form).
Valid passport and immigration documents (I-20, I-94).
Two proofs of Delaware residency.

Download the DPC brochure for the full document checklist before your appointment.

Do legally present immigrants without an SSN use the DPC process? No. A person with valid legal presence is not eligible for a DPC. If you are not eligible for an SSN, Delaware accepts an SSA ineligibility letter for the standard non-compliant credential path.

Does a Delaware Driving Privilege Permit show that it is not valid ID? Yes. The permit and card are marked "Driving Privilege Only" and "Not Valid for Identification."

How the Delaware DPC Application Process Is Different

The DPC process has mandatory pre-screening steps not required for standard licenses.

Complete Pre-DMV Requirements (DPC Only):
Visit the DMV for the Knowledge Exam:
- Bring all required documents: identity, residency, SBI receipt, and tax certification (for DPC) or SSA letter (for legal residents).
- Pass the vision screening and the 30-question knowledge test (24 correct answers needed to pass).
- Receive your permit. DPC applicants get a Driving Privilege Permit; others get a standard learner's permit.
Take the Road Test:
- Hold your permit for the required period (10 days for DPC/adults; 6 months for teens under 18).
- Schedule a road test online in advance.
- Bring a vehicle with valid Delaware registration and insurance.
- Pay the $20 DPC application fee at the DMV.

Can I change from a Delaware Driving Privilege Card to a regular license later?

If you later have valid legal-presence documents, the DPC is no longer the correct credential. Apply under Delaware's standard driver-license or permit requirements and bring the required legal-presence, Social Security or SSA, and residency documents. The change is not automatic.
