Driver education requirements depend on age and on the certificate issued after an approved course.
The requirement depends on your age. If you are under 18, a state-approved driver's education course is mandatory for a permit. If you are 18 or older, it is optional, adults go straight to vision and knowledge tests at the DMV.
| Age Group | Driver's Ed Required? | Key Requirement |
|---|---|---|
| Teens (Under 18) | YES (Mandatory) | Must present the Delaware Driver Education Certificate (Blue or White Certificate) from a certified course. Out-of-state courses need Department of Education approval. |
| Adults (18+) | No (Optional) | Pass the written knowledge and eye exams at the DMV. |
A permit allows you to practice driving with a licensed supervisor. A license grants full, independent driving privileges.
Delaware only accepts in-person courses approved by the Delaware Department of Education. Online driver's education courses are not accepted for the mandatory teen requirement. Download the driver education verification form from the Department of Education if you completed a course out-of-state.
It can, but Delaware Department of Education must approve the out-of-state course or certificate before DMV accepts it for the teen GDL path.
An online program counts only if it is part of an approved driver-education course that leads to the certificate Delaware requires. An online-only course that does not qualify for a Delaware Driver Education Certificate does not satisfy the teen permit requirement.
A system outage at a Delaware DMV office can delay processing and may require another visit. Check current DMV service information before traveling if there is a known outage.
Your driver-education completion still matters, but the Blue Certificate stops waiving the DMV written and road tests after six months from its issue date. You will need DMV testing.
What should I do if I lost my Delaware Blue or White Certificate? Contact the school or driver-education program that issued it and get a replacement before your DMV visit. Delaware requires the certificate for the teen GDL application.
Check current DMV hours and wait times before traveling. Regular Delaware DMV offices are closed Saturdays, and DMV recommends arriving at least one hour before closing for driver-license transactions. If DMV testing is required, allow enough time to complete the transaction before closing.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
