Colorado Learner's Permit Application: Steps, Required Documents, DMV Locations, and 4 PM Cutoff

Miss one document and the DMV will send you home without a second glance. Here is exactly what Colorado requires.

How Do You Apply for a Colorado Learner's Permit at a State DMV Office?

You must apply in person at a state Driver License Office. The process requires pre-registration online, specific documents, passing a knowledge test, and paying a fee. For a full overview of Colorado learner's permit requirements, see the state guide.

Step-by-Step Application Process

1. Pre-Register Online: Complete the application at myDMV. Colorado.gov before your visit. Download the Colorado Driver Handbook at dmv.colorado.gov/driver-handbook before you study.
2. Schedule an Appointment: Book online at a State Driver License Office. Walk-ins are rarely accepted.
3. Gather Required Documents:
   • Proof of Identity: Certified U.S. birth certificate or valid U.S. Passport.
   • Proof of Social Security Number: Social Security Card or W-2/1099 form.
   • Proof of Colorado Residency (2 documents): Bank statement, utility bill, or school report card.
   • Affidavit of Liability (DR 2460): Required for applicants under 18, signed by a parent/guardian in person or notarized. Download DR 2460 at dmv.colorado.gov/forms.
   • Driver Education Proof: Required based on age (see table below).
4. Pass the Written Knowledge Test: A 25-question exam requiring 20 correct answers (80%). Take it online via the Colorado @Home Driving Knowledge Test or at the DMV office. If you fail in-office, the retest fee is $11.50, paid at the DMV.
5. Pass the Vision Screening: You must demonstrate at least 20/40 vision.
6. Fingerprinting: Provide fingerprints at your appointment immediately after the vision screening step.
7. Pay the Fee: The learner's permit fee is $19.00.

Is Colorado DMV online pre-registration required before a permit appointment?

Yes. Complete the Colorado myDMV pre-registration before your first permit visit. It starts the application, but it does not replace the documents, testing, fees, or other requirements you must complete at the office.

Can you finish a Colorado permit application if the DMV rejects one document?

Not until the document problem is fixed. If a required document is missing or unacceptable, permit issuance can stop for that visit. Replace the document and return as directed rather than assuming the rest of the application cancels the document requirement.

Do you have to complete the Colorado permit application in one visit?

Only if every requirement is completed that day. A document problem, unfinished test, or other missing requirement can mean another visit before the permit is issued.

Can a minor submit a Colorado permit application without a parent present?

The minor must appear for the permit application. For applicants under 18, DR 2460 must be signed by a qualifying adult and witnessed by a driver license employee or a notary. A properly notarized signature can avoid requiring the signer to sign at the DMV counter.

Common Application Mistakes and How to Avoid Them

• Bringing Invalid Documents: The DMV rejects photocopies, notarized copies, and hospital birth certificates not issued by CDPHE. Only bring original, certified documents.
• Using Wrong Proof of Address: PO boxes are never accepted regardless of document type - a Pueblo applicant learned this when their utility bill showing a PO box was rejected outright. Use documents with a current residential street address.
• Missing Parental Consent: Colorado's consent form is two pages - Fort Collins examiners check both before accepting any submission. One applicant arrived with the first page complete but the witness line on page 2 missing. Voided on the spot.
• Arriving Too Late for Testing: Colorado's walk-in policy changed statewide - all locations are appointment-only now. One Colorado Springs applicant trusted a cached DMV page showing walk-ins as welcome, arrived without an appointment, and was turned away. The next available slot was 10 days out.

Which Colorado Driver License Offices Issue Learner's Permits - and Which Don't?

Apply only at state-operated Division of Motor Vehicles (DMV) driver license offices. You cannot get a permit at county motor vehicle offices (which handle titles/registration) or AAA locations.

Choosing a Colorado Driver License Office for Your Permit

You can apply at any of Colorado's over 30 state driver license offices, regardless of your county of residence.

Major Office Locations

• Denver Metro: Aurora (14391 E. 4th Ave.), Denver Northeast (4685 Peoria St.), Lakewood Westgate (3265 S. Wadsworth Blvd.), Centennial (5120 E. Arapahoe Road).
• Colorado Springs & Southern CO: Colorado Springs State Office (2447 N. Union Blvd.), Union Town Center Hybrid Office (8830 N Union Blvd - offers Saturday hours 8am-1pm), Pueblo (827 W. 4th St.).
• Northern Colorado & Western Slope: Fort Collins (3030 S. College Ave.), Greeley (2320 Reservoir Road), Grand Junction (222 S. 6th St.).

Strategic Tip: Avoid long waits at metro hubs. Offices in Fort Morgan, Sterling, or Limon often have same-week appointments.

What Happens If Your Application Has Issues?

• Documents Rejected: If your documents are rejected, you typically cannot correct them the same day. You must reschedule your appointment. Your original appointment slot is forfeited.
• Losing Your Appointment Slot: Yes, if anything is wrong with your application or documents, you lose that appointment slot and must book a new one.
• Office Closes Before Processing: If the DMV closes before finishing your application processing, you do not have to rebook. Staff will typically complete the process for those already in line by the closing time. However, if you arrive too late to start the knowledge test (after 4:00/4:30 PM cutoff), you will not be processed and must rebook.

How to Avoid Delays During the Colorado Permit Application

• Pre-register online and print your confirmation to avoid data entry errors at the counter that can add 20+ minutes.
• Take the knowledge test online at home to guarantee a pass before your DMV visit and avoid failing in-office, which forces a 24-hour wait and a new appointment.
• Verify your two proof-of-address documents are originals, not printouts to prevent immediate rejection, as happened to an applicant in Centennial who only had online bill screenshots.
