The official California DMV permit application form is Form DL 44 (Driver License or Identification Card Application). The DMV strongly recommends using the Electronic Driver License and ID Card Application (eDL 44) online before visiting an office. You cannot print a valid paper DL 44 at home; it requires security features only available at DMV locations.
QUICK NAVIGATION
The eDL 44 is the online version completed at dmv.ca.gov before your visit. The paper DL 44 is only available at the DMV counter. First-time instruction permit applicants need the eDL 44 confirmation code at check-in.
Fill out the instruction permit application form carefully. False statements can lead to criminal penalties.
A teen from Bakersfield printed a DL 44 from an unofficial website, filled it out perfectly, and had it immediately rejected at the counter due to missing security features, adding three hours to her visit.
Just So You Know: Complete the eDL 44 online and bring the confirmation code to avoid filling out paperwork in the lobby and cut your wait time significantly.
DMV requires a MyDMV account for the online DL/ID application, but its public eDL 44 page does not promise how long an unfinished draft will remain available. Do not treat a draft as submitted; a completed submission is confirmed by the confirmation number DMV emails to you.
The eDL 44 lets you complete the Driver License or ID Card application before visiting DMV. Completing the application online does not itself authorize an at-home knowledge test for a first-time instruction permit.
California DMV currently limits eLearning to eligible noncommercial Class C driver-license renewal applicants. Original driver-license applicants do not qualify for eLearning, so a first-time permit applicant completes the required knowledge testing through the DMV office process.
Parents can help type information on the permit application, but the applicant must sign it. For applicants under 18, a parent or guardian must also sign to accept financial liability.
| Custody Situation | Who Must Sign? |
|---|---|
| Both parents have custody | Both parents must sign (if available) |
| Sole custody | The parent with sole legal custody signs |
| Legal Guardian | Guardian must sign and provide court documents |
Critical Rule: The parental signature must be witnessed. Your parent must either accompany you to the DMV or sign the form before a Notary Public. A form signed at home without notarization will be rejected.
A parent in Fresno signed the form at home and sent her son to the DMV with his brother. The clerk rejected the application because the signature wasn't witnessed, forcing a rescheduled appointment.
Visit the California learner's permit guide for step-by-step rules.
Do Not Skip This: Schedule your DMV appointment for a time your parent can attend to witness the signature in person, avoiding the cost and delay of notarization.
Before submission, correct the information in the application process. If you discover an error after the permit is issued, use the dedicated Errors on Permit guide for the in-person correction process and supporting documents.
Where the standard Class C change/replacement fee applies, the current fee is $37.
DMV's public application page says that after submission you must visit a DMV office to complete the application; it does not promise a self-service edit step for a submitted form. If you spot an error, flag it before the office transaction is finalized. Some later information changes require a new application and office visit.
DMV emails the confirmation number after you complete and submit the electronic application, and a field-office employee can use that number to look up the application. Check the email tied to your MyDMV account first; if you cannot recover it, contact DMV before assuming you need a new application. See DMV's eDL 44 page.
The non-refundable application fee is $46. This covers vision and knowledge testing and allows up to three written test attempts. The application expires after 12 months; after that, you must pay the fee again.
Digital vs Paper Form: The online eDL 44 is preferred and speeds up your office visit. The paper Form DL 44 is only valid if obtained from a DMV office.
The DL application and fee are valid for 12 months after the application is completed. If that period expires before you finish the required steps, you must reapply and pay a new application fee.
Not automatically. If the existing application is still valid, correct the problem and follow DMV's instructions. A new application is required when the current one expires or DMV directs you to submit a new application for the change you need.
Bring the confirmation information and the identity, Social Security and California residency documents required for your license type. Exact document combinations belong in the dedicated Required Documents guide.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
