Arkansas Permit vs. License: GDL Stages, Solo Driving Rules, and Paul's Law

An Arkansas Instruction Permit lets new and first-time drivers practice driving under adult supervision. You must pass a written knowledge test to get one. The permit is your first step in Arkansas's Graduated Driver License (GDL) program, starting at age 14.

Is an Arkansas instruction permit the same as a learner's license?

No. Arkansas treats them as different stages. The Instruction Permit is the first supervised-practice credential after the knowledge and vision tests. A Learner's License is a separate restricted GDL license for ages 14 to 15 after the required testing is completed.

What is the official name of an Arkansas learner's permit? For the first practice credential, Arkansas uses the term Instruction Permit. The state manual separately uses Learner's License for the 14-to-15 GDL stage. See the Arkansas Driver License Study Guide.

How Does an Arkansas Permit Differ from a Class D Driver's License?

An instruction permit requires a licensed adult 21+ in the front seat at all times; a Class D license allows full solo driving with no curfew, no passenger cap, and no supervisor.

Arkansas's supervisor rule hit one Little Rock family hard. Mom's driver's license had expired the month the family moved, and moving chaos made her forget. The teen was turned away; renewal appointment set 10 days out. An expired parent DL blocks the teen's intake screen hard, no exceptions.

What you CAN do: Drive on public roads like I-40 or Highway 65 with a supervising adult beside you.

What you CANNOT do: Drive alone. Use a cell phone while driving. Carry passengers without your supervisor's consent.

How Does an Arkansas Permit Differ from a Provisional License?

A permit (age 14+) is supervised-only with a 6-month hold; an intermediate (provisional) license (16 to 18) allows solo driving with an 11 PM to 4 AM curfew and one unrelated minor passenger limit. They are different GDL stages, not the same credential.

An instruction permit is not the same as a provisional license. They're distinct stages in Arkansas's three-step GDL system. Confusing them causes real problems.

1. Instruction Permit (Age 14+): Supervised practice only. Must be held for 6 months with a clean driving record.
2. Intermediate (Provisional) License (Age 16-18): Solo driving allowed with restrictions like an 11 PM to 4 AM curfew and one unrelated minor passenger limit.
3. Class D License (Age 18+): Full, unrestricted privileges with no curfew or passenger restrictions.

At the Jonesboro office, a neighbor drove Brianna to her appointment, parents had no transport. The clerk refused immediately; zero legal relationship recognized. Parent or legal guardian must appear in person; next slot was 7 days out. Neighbor status carries no legal standing whatsoever under Arkansas law.

The instruction permit targets new drivers aged 14 to 16 beginning the GDL process. Adults (18+) applying for the first time also start with a permit but can schedule the road test immediately after passing the knowledge exam.

Does an Arkansas permit automatically become an Intermediate License?

No. The change is not automatic. An eligible driver must complete the required skills test and return to an Arkansas Revenue Office for the next credential. The DFA graduated-license page explains the Learner's and Intermediate stages.

Where to Check Arkansas Permit Documents and Test Prep

Missing or unacceptable documents can stop the application, while weak preparation can lead to a failed knowledge test. Keep this page focused on what the permit is and how it differs from a license.
