Arkansas Permit Driving Restrictions: Supervisor 21+, No Solo Driving, Seatbelts Required

An Arkansas Instruction Permit allows you to drive only under strict conditions. Violating these rules can suspend your permit and delay your license eligibility.

These rules apply to the Arkansas instruction permit. Later Learner's and Intermediate License stages can have different restrictions.

Who Must Supervise an Arkansas Instruction Permit Driver?

A licensed driver age 21 or older must sit beside you whenever you drive with an Arkansas instruction permit. The supervisor does not have to be a parent or guardian.

If the qualified supervisor leaves the vehicle and you continue driving, you are driving without the required supervision. For the full qualifications, see the supervisor requirements guidance.

Allowed Uses of an Arkansas Instruction Permit

Your instruction permit is for supervised practice. With the required licensed driver age 21 or older seated beside you, you may practice on Arkansas public roads, including highways, subject to the normal traffic laws.

• Keep the qualified supervisor beside you for the entire drive.
• Make sure every passenger uses an available seat belt.
• Follow Arkansas wireless-device rules based on the driver's age.

Phone rules are age-based. Drivers under 18 generally may not use handheld or hands-free wireless devices while driving except for an emergency. Drivers ages 18 to 20 may use hands-free functions, but handheld interactive use is restricted. Texting and social-media use while driving are prohibited.

Can an adult Arkansas instruction-permit holder use a hands-free phone?

If the permit holder is 18 to 20, Arkansas allows hands-free wireless-device use, while handheld interactive use remains restricted. Drivers under 18 face stricter rules that also cover hands-free use except in an emergency.

Are There Passenger Limits with an Arkansas Instruction Permit?

Arkansas's instruction-permit rule does not create a separate family-versus-friend passenger table. Passengers may ride while the permit holder is properly supervised, but every passenger must use an available seat belt.

Do not confuse instruction-permit rules with passenger restrictions that can apply at later graduated-license stages.

Where and When Can You Drive With an Arkansas Instruction Permit?

Arkansas does not set a general statewide curfew or geographic boundary for the standard instruction permit. With the required supervisor beside you, supervised practice can include local roads and highways.

Build up gradually to higher-speed roads and nighttime driving as your skills improve. That is practical safety advice, not a state-mandated practice-hour total.

Do Arkansas instruction-permit restrictions change when you turn 18?

No. Turning 18 does not automatically convert an active instruction permit into an unrestricted Class D license. You must still follow the restrictions attached to the credential you hold until you qualify for and receive the next license.

Do Arkansas instruction-permit supervision rules end automatically after six months?

No. Six months passing does not by itself remove the supervision requirement from an active instruction permit. You must receive the next eligible license before driving under that license's rules.

Are special driver-education instruction permits more restricted?

A special instruction permit issued for driver-education purposes can carry restrictions set for that permit. Check the credential and the issuing agency's conditions instead of assuming it works exactly like the standard instruction permit.

If You Break an Arkansas Instruction Permit Restriction: What Happens Next

Breaking an instruction-permit restriction can lead to a citation or other licensing consequences, depending on the offense. Not every restriction violation automatically resets a six-month GDL period.

Driving without the required supervisor is a permit-restriction violation. Arkansas DFA lists violation of a driver-license restriction, including an instruction permit restriction, as a 0-point violation. Other conduct, such as speeding or a separate traffic offense, can carry its own penalties and point value.

For detailed consequences, use the dedicated pages on driving alone and traffic violations rather than treating every permit-rule violation the same way.
