Your supervising driver carries legal responsibility for every trip. Passenger limits apply only after permit upgrade to Class G License. While holding an Arizona instruction permit, you may transport family or friends if your supervising driver approves.
The supervisor has final authority over all passengers.
The cell phone ban kicks in after you upgrade to a Class G License. Arizona's distracted driving statute still applies to all drivers though. All handheld and hands-free phone use is prohibited for Arizona instruction permit holders under 18. Using a phone in any capacity while driving is a primary offense, fines start at $75.
