Permits For International Students
Alabama Learner's Permit for International Students: Visa Rules and Required Documents
International students on F-1 or M-1 visas who need an Alabama credential must meet Alabama's lawful-presence and document rules. A foreign license does not automatically waive Alabama testing, but qualifying licenses from Alabama reciprocity countries can receive the applicable road-test waiver.
For foreign-national applicants, ALEA requires immigration documents showing more than 30 days of allowable time remaining. Applicants without an SSN may need the applicable Social Security ineligibility documentation, along with the other Alabama residency and identity requirements.
Foreign-License and Alabama-Applicant Situations
| Situation | Alabama Rule or Path |
|---|---|
| Nonresident with a valid foreign license | A person age 16 or older may drive under Alabama's nonresident rule with a valid home-country license; an International Driving Permit is not an Alabama condition of that exemption. |
| Foreign national applying for an Alabama credential | The applicant must meet Alabama identity, residency, lawful-presence, and remaining-stay requirements; normal testing applies unless a specific reciprocity rule changes it. |
| Qualifying Germany, South Korea, or Taiwan license holder | Alabama reciprocity can waive the road-skills test for qualifying holders, while the other conversion requirements still apply. |
| Tourist or temporary nonresident | A temporary visitor generally relies on a valid home-country license under the nonresident rule rather than obtaining an Alabama learner's permit solely for the visit. |
Alabama Learner's Permit Documents for F-1 and M-1 Students
F-1 and M-1 applicants must document lawful presence and provide the immigration records ALEA requires for their status.
- Remaining stay: immigration documents must show more than 30 days of allowable time remaining at the time of application.
- F-1 and M-1 students should bring the current Form I-20 and other required immigration records.
- Applicants who are not eligible for an SSN should follow ALEA's current Social Security ineligibility-document process.
- Keep foreign-national eligibility questions separate from the general identity and residency checklist; use the Required Documents and No-SSN pages for those details.
How much immigration time must remain to get an Alabama learner's permit?
Applicable immigration documents must show more than 30 days of allowable time remaining when the applicant applies.
Do F-1 and M-1 students need Form I-20 for an Alabama permit?
Yes. F-1 and M-1 applicants should bring the current Form I-20 along with the other immigration records ALEA requires for their status.
Do J-1 or J-2 applicants need DS-2019 for an Alabama license?
Yes, when DS-2019 is the status document for the J-1 or J-2 applicant. It should be current and meet ALEA's remaining-stay requirement.
Can I drive in Alabama with a foreign driver's license?
A nonresident age 16 or older may drive in Alabama with a valid license issued by the person's home state or country, subject to Alabama's nonresident rules. Alabama does not make an International Driving Permit a condition of that exemption. An IDP can still be useful as a translation aid when the home-country license is not in English.
Is an International Driving Permit required to drive in Alabama with a foreign license?
No. Alabama's nonresident rule is based on a valid license from the driver's home state or country. An International Driving Permit can help with translation, but Alabama does not make it a condition of that exemption.
Foreign Licenses Eligible for Alabama Road-Test Reciprocity
Alabama has driver-license reciprocity arrangements with Germany, South Korea, and Taiwan. Qualifying holders of valid licenses from those jurisdictions can receive the applicable Alabama road-skills-test waiver.
- Reciprocity countries: Germany, South Korea, and Taiwan.
- Applicants from other countries should not assume the road test is waived; the normal Alabama testing rules may apply.
- If a foreign license is not in English, translation documentation or an IDP may help explain the license, but an IDP is not itself the Alabama nonresident driving requirement.
Which foreign countries have Alabama driver-license reciprocity?
Alabama has driver-license reciprocity arrangements with Germany, South Korea, and Taiwan.
Do German, South Korean, or Taiwanese license holders have to take the Alabama road test?
Qualifying holders using Alabama's reciprocity process can receive the applicable road-skills-test waiver. They still must meet the other Alabama conversion requirements.
Can tourists get an Alabama learner's permit?
Tourists and other nonresidents generally do not obtain an Alabama learner's permit simply for a temporary visit. A nonresident age 16 or older may drive with a valid home-state or home-country license under Alabama's nonresident rule.
If the person later becomes eligible and applies for an Alabama credential, the applicant must meet the current Alabama residency, lawful-presence, and document requirements, including the more-than-30-days remaining-stay rule for applicable foreign-national documents.
