Quebec SAAQ Learner's Licence Documents: ID, Residency Proof, and Originals (2026)

You need three categories of original documents: one proof of identity, one proof of health insurance/signature, and two proofs of Quebec residency. Do not rely on ordinary photocopies.

What Original Identity Documents Does SAAQ Require for a Quebec Learner's Permit?

You need original documents from three categories for your Quebec Class 5 learner's permit application. Photocopies or digital screens on your phone are rejected.

• ? One Proof of Identity: Canadian birth certificate, passport, citizenship certificate, or permanent resident card.
• ? One Proof of Health Insurance & Signature: Valid RAMQ card, foreign driver's licence, Armed Forces ID, or Certificate of Indian Status.
• Two Proofs of Quebec Residency: Printed documents like utility bills, bank statements, or a lease agreement dated within the last 90 days and matching your declared Quebec address exactly.

Are Photocopies or Phone Photos of ID Accepted by SAAQ for a Learner's Licence?

For a first Class 5 learner's licence, SAAQ instructs applicants to present official documents and identifies originals for key documents. Do not rely on a phone photo or ordinary photocopy. One specific exception is a foreign passport copy certified as a true and authentic copy by the Canada Border Services Agency when it is accompanied by the required immigration-status document.

Do Foreign-Language Documents Need to Be Translated for a Quebec Learner's Licence?

If a foreign document is not in French or English, confirm the translation requirement for that document before the appointment. SAAQ's foreign-licence guidance requires translations by recognized professional translators for documents used in that process.

Why Does SAAQ Reject Hospital Birth Certificates for a Quebec Learner's Permit?

You need an official birth certificate issued by a civil authority, like Quebec's Directeur de l'etat civil or another province's vital statistics office. Decorative hospital certificates with footprints are rejected.

If your birth certificate name doesn't match your current legal name due to marriage or legal name change, bring the linking document (e.g., marriage certificate, legal change certificate) to your appointment.

Order your official birth certificate replacement online from the Directeur de l'etat civil at least 15 business days before your SAAQ appointment to avoid rescheduling.

What Documents Prove Quebec Residency for a SAAQ Learner's Permit Application?

You must provide two different printed documents showing your full name and physical Quebec address. PO Boxes are not accepted.

If you live with an aunt or uncle, use a lease agreement signed by them and you, or have them provide a sworn letter of residence plus one of their utility bills. You will also need your own secondary proof, like a bank statement sent to that address.

Check the Quebec learner's permit guide for current rules and fees.

Print your digital Hydro-Quebec or bank statements at home before your appointment. The clerk at the SAAQ centre in Longueuil turned away an applicant in March 2025 for showing a PDF on a phone screen.

What Proof of Address Can a Teenager Use If They Live With Their Parents and Have No Utility Bills?

SAAQ's standard first-time Class 5 page focuses on identity documents and, for minors, parental consent rather than requiring every teen to have a utility bill in their own name. If SAAQ asks for separate residence proof for your status or file, contact the service outlet first to confirm which parent or household documents it will accept.

Does One Parent's Signature Cover the Quebec SAAQ Parental Consent Form?

If you are under 18, you need the Consent of a Person Having Parental Authority form (CCD-104) signed by a parent or legal guardian.

• In Quebec, one parent's signature is sufficient, even if parents are divorced and share joint custody. The law presumes both parents agree.
• The signing parent can either accompany you to the SAAQ with their ID or sign the form at home for you to bring.
• Legal guardians must provide court documents proving their authority.

Does a parent have to attend the SAAQ appointment with a 16- or 17-year-old? SAAQ's Class 5 instructions require the parental-consent form to be duly completed and signed, but they do not list the parent's physical attendance as a standard requirement. Bring the completed original form and any other documents SAAQ requests for the minor's file.

What If Your Name Is Different on Two Documents You Bring to SAAQ?

If the difference comes from a legal name change, bring the supporting name-change document along with the required identity documents. If one document simply contains an error or nickname, correct that document before the appointment so your legal name is consistent across the file.

Which Document Errors Cause Instant Rejection at Quebec SAAQ Counters?

Photocopies, expired RAMQ cards, hospital birth certificates, mismatched names, and residency proofs older than 90 days all trigger same-day rejection. You leave without the permit and rebook.

• ? The Souvenir Birth Certificate: A 17-year-old in Laval arrived with a framed hospital certificate; the clerk rejected it because it was not an official civil status document.
• Unprinted Digital Bills: An applicant at the Henri-Bourassa service centre in Montreal showed a Hydro bill on their phone in October 2024 and was sent home to print it.
• Missing Driving School Attestation: A teen walked into the Wilfrid-Hamel service centre in Quebec City without the Phase 1 completion certificate and was turned away.

Call your driving school 48 hours before your appointment to confirm your Phase 1 attestation is ready for pickup, preventing a wasted trip if there's an administrative delay.
