The total cost to get a driver's license in British Columbia ranges from approximately $500 to over $1,500.
The total depends on which official GLP path applies, whether you need retests and how much optional training you buy. The mandatory ICBC charges should be separated from private lessons, vehicle costs and insurance.
| Official ICBC item | Fee | When it applies |
|---|---|---|
| Class 7 knowledge test | $15 | Each attempt |
| Class 7L learner's licence | $10 | After you pass and complete the licensing steps |
| Class 7 road test | $35 | Each attempt to move from L to N |
| Class 5 road test | $50 | Applies to the pre-October 19, 2026 path while the second road test is still required |
| Five-year driver's licence | $75 | Standard five-year licence fee |
Which fee path applies? The mandatory later-stage cost depends on whether the driver reaches the full-licence stage before or after October 19, 2026. The pre-change fees and post-change GLP cost are separated below.
For the path in effect before October 19, 2026, the core fees are $15 for the knowledge test, $10 for the Class 7L licence, $35 for the Class 7 road test, $50 for the Class 5 road test, and generally $75 for a five-year driver's licence. That is $185 before retests, cancellations, training, vehicle costs or insurance.
From October 19, 2026, eligible Class 7N drivers can move to the Driving Record Assessment path instead of taking the second Class 5 road test. ICBC says an eligible under-25 driver can pay $17 to upgrade an existing licence, or wait until near expiry and pay the normal $75 five-year licence fee. The exact total therefore depends on when the driver becomes eligible and when the licence is upgraded.
Not every cost in the licensing journey is an ICBC fee. Budget these separately so the minimum official cost is not confused with optional spending.
| Cost category | Examples | Mandatory? |
|---|---|---|
| Official ICBC fees | Knowledge test, Class 7L licence, road test, licence issuance/upgrade | Yes when the step applies |
| Optional training | Private driving lessons or an approved GLP course | No |
| Vehicle and insurance | Insurance changes, fuel or road-test vehicle rental | Depends on the vehicle and your situation |
| Repeat/cancellation costs | Retest fees or late road-test cancellation fee | Only if triggered |
Driving-school prices vary and belong in the Behind-the-Wheel Training Cost guide. Insurance effects belong in the Insurance Cost Impact guide.
No. A new driver does not bypass the GLP simply by waiting until 18. The licensing stages and holding periods still apply.
| Starting age | Typical progression | Cost point |
|---|---|---|
| Start at 16 | L at 16, then N after meeting the Class 7L holding requirements. Full-licence timing depends on the required Novice period and the rules in effect when you become eligible. | Starting earlier does not create a special lower ICBC fee schedule. |
| Start at 18+ | You still enter the GLP as a new driver unless another licensing pathway applies. | Waiting until 18 does not remove the normal Class 7 licensing stages. |
Are driving lessons required when calculating the minimum cost of a BC licence? No. Paid driving lessons are optional private training, so they should not be included in the minimum government-fee total. Many learners still choose lessons for additional practice.
Retest cost depends on which road test you failed.
Extra lessons after a failure are optional private costs, not ICBC retest fees.

How much does one failed Class 5 road test add before October 19, 2026? Another Class 5 road-test attempt costs $50 while that second road-test path still applies.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
