The British Columbia ICBC driver licensing office uses an electronic Application for Driver's Licence form (Application for Driver's Licence, B.C. Services Card). There is no separate downloadable PDF for the Class 7L learner's permit application; the MV3001 is generated electronically by ICBC staff when you apply in person.
The official permit application form number is MV3001. Some older ICBC documentation may reference an MV44 Driver's Licence Application, but both terms describe the same digital process.
Do not assume an unfinished transaction will automatically carry forward. Bring the required documents again and follow ICBC's instructions; a fresh transaction or updated information may be needed when you return.
Is the Class 7L application form different after passing the knowledge test online? No separate learner-licence form is created just because the test was taken online. The online result is one step; ICBC still completes the remaining licensing transaction.
You fill out the Class 7L licence application electronically at the ICBC office. A Customer Service Representative will guide you through the sections on a terminal.
Knowledge test choice: The passenger-vehicle knowledge test can be taken online or in person. Passing online does not replace the ICBC office visit needed to complete the licensing transaction.
Can you review your Class 7L application information before you sign or confirm it? Yes. Check your legal name, date of birth, address and other details before you confirm the transaction. It is easier to correct a mistake before the licence record and card are issued.
The applicant completes and confirms the licence application. Parent or guardian consent is a separate requirement for applicants under 19.
| Person | Role |
|---|---|
| Applicant | Provides the application information and confirms it is accurate. |
| Parent or legal guardian | Provides consent when the applicant is under 19. The current consent form is MV2606A. |
| ICBC staff | Creates or processes the licensing transaction, checks documents, and completes the required office steps. |
If the parent or guardian does not attend, the applicant can bring the original signed MV2606A completed with the required witness. A notary is not automatically required.
If you notice an error before the licence is issued, tell the ICBC representative immediately so it can be corrected during the transaction.
If the licence has already been issued with incorrect information, use the dedicated permit-error correction process rather than treating it as an application-form issue.
Bring the original identification and any residency or consent documents ICBC requires for your situation. For the full accepted-document list and under-19 consent details, use the document guide.
Fees, knowledge-test details, and learner driving restrictions are covered in their dedicated guides. Keep this page focused on how the ICBC application is completed and corrected before issuance.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"

"I was struggling with the specific road rules of my state until I used Shoro. The flashcards are a game changer for quick revision before the actual exam."

"The readiness score gives you so much confidence. I knew exactly when I was ready to take the test. Highly recommend Shoro for anyone nervous about their exam."
