Supervising Driver Requirements
BC Class 7L Supervisor Rules: Who Qualifies and What Disqualifies Them
Who Qualifies as a Legal Supervisor for a BC Class 7L Learner Driver?
Every Class 7L driver in British Columbia's Graduated Licensing Program must have a qualified supervisor while driving.
- ? Current age rule: The supervisor is normally at least 25 years old. A licensed driver training instructor providing practical driver training is an exception to the ordinary age rule.
- ? Licence rule: The supervisor must hold a valid qualifying licence and be legally able to drive. An L or N licence does not qualify.
- ? Seating: In an ordinary passenger vehicle, the supervisor sits beside the learner in the front passenger seat.
Does a Class 7L supervisor have to be your parent or family member? No. The relationship is not the qualification test. A parent, relative, friend, or instructor can supervise if they meet the applicable age, licence, and seating rules.
What Age and Licence Does a BC Class 7L Supervisor Need?
The supervisor rules change on October 19, 2026, so check which rule applies on the date you drive.
| Requirement | Through October 18, 2026 | From October 19, 2026 |
|---|---|---|
| Minimum age | 25, except a licensed driver training instructor providing practical training | 22 |
| Licence | Valid qualifying full licence | ICBC says the supervisor must have their own Class 5 licence without the new zero-alcohol/zero-drug restriction and be legally able to drive |
| Seat | Beside the learner in the front passenger seat in an ordinary car | Same |
BC Class 7L Supervisor Age Change: 25 to 22
The minimum supervisor age changes on October 19, 2026. Until October 18, the normal minimum remains 25, with the licensed driving-instructor exception.
Can a licensed driving instructor under 25 supervise a Class 7L learner? Yes. Under the current regulation, a licensed driver training instructor engaged in practical driver training is exempt from the ordinary 25+ age requirement.
| Scenario | Qualifies Under the Current Rule? | Reason |
|---|---|---|
| Parent, age 27, with a valid full B.C. Class 5 licence | YES | Meets the current age and licence requirements. |
| Sibling, age 21, with a valid full B.C. Class 5 licence | NO | Does not meet the current 25+ age rule. |
| Friend visiting from Alberta, age 30, with an equivalent valid full licence | YES | Meets the current age rule and holds a qualifying licence. |
| Licensed B.C. driving instructor providing practical driver training | YES | The current regulation provides an exception to the ordinary age rule. |
What Should a Class 7L Supervisor Do During Practice Drives?
Separate the legal qualification rules from good supervision practice.
- ? Legal qualification: Meet the applicable age and licence rules, remain legally able to drive, and sit in the required position.
- ? Good supervision practice: Stay alert, watch the road, avoid distractions, and do not supervise if alcohol, drugs, fatigue, or another condition could make you unable to supervise safely.
Can the Class 7L supervisor sit in the back seat? In an ordinary car, no. The supervisor must sit beside the learner. The regulation has a narrow exception for a vehicle with no seat beside the operator, where the required position is immediately behind and to the right.
Common Supervisor Violations and Confusion
- ?? Underage supervisor: A 22-year-old with a full licence does not meet the current 25+ rule before October 19, 2026, unless the licensed-instructor exception applies.
- ?? Invalid or non-qualifying licence: An expired, suspended, learner, or novice licence does not satisfy the normal supervisor licence requirement.
- ?? Unsafe supervision: Even where the licence qualification is met, the supervisor should not continue if they are impaired or otherwise unable to supervise safely.
If Your Supervisor's Licence Expires or Is Suspended During a Trip
The learner should stop driving as soon as it is safe to do so and should not resume until a qualified supervisor is present. Do not continue the trip alone simply because it began with a qualified supervisor.
How to Check That Your Class 7L Supervisor Qualifies Before Driving
- ? Check the supervisor's age against the rule in effect that day.
- ? Confirm the licence is valid, not expired or suspended, and is a qualifying class.
- ? Make sure the supervisor can sit in the required position and supervise safely for the full trip.
