Alberta Class 7 Eligibility Without a SIN: Residency and Legal Status Requirements
Undocumented immigrants cannot get an Alberta Class 7 learner's licence because the province requires proof that you are legally allowed to be and remain in Canada before any licence is issued.
2026 Update: As of July 2, 2026, Alberta driver's licences will feature a "CAN" citizenship marker for Canadian citizens. Permanent residents and temporary workers will not have this marker, but it does not affect Class 7 eligibility.
Can undocumented immigrants get an Alberta Class 7 learner's licence?
You can, however, get a Class 7 learner's licence in Alberta without a Social Insurance Number (SIN); registry agents use immigration, identity and Alberta residency documents, not a SIN, to approve your application.
Who is eligible for an Alberta Class 7 learner's licence Minimum age 14, with written consent from a parent or guardian if under 18.
You must live in Alberta (resident of the province).
? You must be legally entitled to be in Canada (citizen, permanent resident, or temporary resident with a valid federal document).
You must not be currently suspended or prohibited from driving in Alberta or elsewhere.
Not required
Required
Social Insurance Number (SIN)
Valid identity, legal entitlement to be in Canada, and Alberta residency
Does Alberta require a SIN to get a Class 7 licence?
No. Alberta's first-time licence requirements focus on identity, Alberta residence, and legal entitlement to be in or remain in Canada. A Social Insurance Number is not listed as a Class 7 requirement, and a SIN card is not accepted as proof of identity. See the Alberta ID requirements.
Can you get an Alberta Class 7 while on maintained immigration status?
You must still provide acceptable proof that you are legally entitled to be or remain in Canada. If you cannot provide an accepted current document, Alberta may allow a one-time 60-day grace period to obtain the required proof. Bring your current IRCC documents to the registry rather than relying on a SIN or an expired permit.
Can a refugee claimant get an Alberta Class 7 licence?
Potentially, yes. Alberta lists a Refugee Protection Claimant Document among the documents that may establish legal entitlement in Canada. You must also meet the normal identity and Alberta-residency requirements.
What happens if your immigration document expires before your Class 7 card? Keep any renewed or extended federal status document. Alberta requires proof of legal entitlement for licensing services, including renewals when that proof has not already been revalidated.
Proof of Alberta residency
Bring at least one acceptable document showing your full name and Alberta address. Alberta residence documents may be presented on paper or electronically and should generally be dated within the previous 90 days.
Documents that show an old address in another province, are too old, or list a different person commonly lead to delays or rejections.
Documents that usually do not work for undocumented applicants ? Foreign passports without any valid Canadian visa or permit.
? Expired Canadian immigration documents, even if they show your name and past status.
Letters from community organizations, employers or friends in place of federal status documents.
? Photocopies or screenshots of federal documents instead of originals.
Examples: permits with and without SIN
A student at the University of Calgary brings a valid Study Permit, unexpired foreign passport, and an Enmax electricity bill with their Calgary address. They do not yet have a SIN. The registry accepts the documents, the student passes the 30question Class 7 knowledge test, and receives a temporary paper learner's licence the same day.
? A recent permanent resident brings a PR Card, Confirmation of Permanent Residence, and a bank statement mailed to their Edmonton address. They have applied for, but not yet received, a SIN. The registry processes the application, and after the applicant passes the knowledge and vision tests, a Class 7 learner's licence is issued.
A claimant arrives with an expired Visitor Record and only a photocopy of an older IRCC letter. They have no SIN. Because the registry cannot confirm current legal status with original, valid documents, staff refuse to book a Class 7 knowledge test and ask them to return after receiving updated federal documents.
Approved: documented applicants
? Calgary Southland Registrations: worker with permit: A temporary foreign worker visits Southland Registrations in Calgary midmorning with a valid Work Permit, passport, apartment lease and Telus internet bill. After completing the vision screening and passing the Class 7 knowledge test, they pay the fees, get a paper learner's licence valid for 30 days and are told the plastic card will arrive by mail.
? Sherwood Park Registries: minor with PR: A 15yearold permanent resident goes to Sherwood Park Registries at 11 a.m. with a parent. The teen presents a PR Card, school ID, and a joint bank statement showing the family's Sherwood Park address. The parent signs the consent form for minors. The teen passes the test and receives a Class 7 learner's licence.
Denied: undocumented or incomplete applications
? Edmonton registry: undocumented applicant: An applicant in downtown Edmonton brings only a foreign passport and a local pay stub. With no Canadian immigration document or status proof, the clerk explains that legal entitlement to be in Canada is required and declines to start the Class 7 application.
? Calgary downtown registry: expired permit: Another applicant arrives with a Work Permit that expired eight months ago and a current Calgary utility bill. Because the immigration document is no longer valid, the registry refuses to issue or renew a learner's licence until a new valid permit is provided.
Registry cases: approval and denial examples
Edmonton Riverbend area: photocopies issue: One applicant arrived at a registry near Riverbend with only phone photos of their PR Card and Work Permit. The agent refused the application and asked for originals. The applicant had to take another afternoon off work to return with proper documents.
? Calgary Beltline: address mismatch: A student in the Beltline brought a lease from an old address in another province plus a recent Alberta bank statement. Because only one document showed an Alberta address, the registry delayed the test until a second Albertaaddress document was provided.
Red Deer: late arrival: In Red Deer, an applicant arrived 20 minutes before closing. There was not enough time to complete the vision test, paperwork and full 30question exam, so staff rescheduled the knowledge test for another day.
Practical tips to avoid delays and rejections
Book or visit during midmorning or early afternoon in busy Calgary and Edmonton locations to avoid endofday cutoffs and long waits.
Bring at least one extra Alberta residency document so that if one is rejected for date or address issues, the other can be used immediately.
? Check that your federal immigration document (Study Permit, Work Permit, Visitor Record, PR Card) is still valid and not close to expiry before booking your knowledge test.
? Carry original documents, not scans or photocopies, to prevent sameday refusals at the counter.
Class 7 Application Steps After Eligibility Is Confirmed
After your identity, legal status and Alberta residency are confirmed, the rest follows the standard Class 7 process: attend a registry agent, complete the required testing and vision screening, and pay the applicable fees. See the Alberta learner’s permit guide for the full application sequence.
Key Class 7 restrictions once you are licensed
After licensing, normal Class 7 learner restrictions apply. See the Alberta permit driving rules for supervision, zero-tolerance and other driving restrictions.

Selected U.S. states (for comparison only)
Some states offer licences to undocumented immigrants under statelevel laws.
Often no federal immigration proof is required for those stateonly licences.
Some request SSN or ITIN, while others allow sworn statements instead.
Alberta follows the common Canadian approach of tying licences to legal immigration status, so there is currently no path for undocumented immigrants to obtain an Alberta Class 7 learner's licence, even though a SIN is not required.
